  I've seen several interviews with Richard Clarke, and he seems very credible to me.  One thing is very clear:  The so-called Vulcans of Bush Administration were fixated on Iraq from day one, and that fixation allowed al Qaeda to escape at Tora Bora in Afghanistan and then evolve into the multi-headed hydra it is today.  It's like bin Laden was writing the script for this White House.
